It was questioned if this should be more specific and refer to a ‘high pressure fire main system’. This change was required because the Code covers many ship types and some simpler / smaller ships do not have a high pressure (HP) main. Concern was expressed that we are not mandating HP systems for larger ships. 12/01/2012506JudithUK MoDJul 2010Chapter II315I would like to propose an amendment to chapter II of the Naval Ship Code, to add an emergency towing strength assessment. This would complement towing requirements in NSC chapters IV and IX. I have had my attention drawn to SOLAS chapter II-1, regulation 3-4, which requires that emergency towing operator guidance be available on board all ships, detailing how to safely accept a tow from either bow or stern. Having reviewed the supporting IMO MSC Circ.1255, I note the requirement for a structural assessment of safe working load of shipboard towing fittings. Accordingly, I feel that to support equivalence with SOLAS, the Naval Ship Code should include a requirement in chapt II for strength assessment and survey of shipboard towing fittings (and the ship’s structure to which the fitting is attached). Currently NSC chapt II only requires a design assessment where towing forms part of the ship’s normal operations (NSC chapt II, reg 3, clause 15). Under this current wording, it would be tempting to argue that an emergency tow is not part of normal operations, hence the towing assessment does not need to be done for most ships. Hence I would like to see an amendment to chapt II. This might take the form of an amended clause 15.1 as follows: 15 As a minimum it is mandatory to assess the structural capacity of all ships when subjected to the following demands: 15.1a Anchoring, mooring and planned towing (see Chapter IX Navigation and Seamanship), beaching and grounding (where these are normal operations). 15.1b An emergency tow from either bow or stern. From Colin Snell, by email to Secretariat on 5/1/12.12 Minor

Amendments to the revised recommendation on testing of life-saving appliances were made, pricipally to update references to ISO or IEC standards. Other editorial changes were also made. Due to the failure of on-load release mechanisms on lifeboats, amendments to SOLAS and the LSA Code have been proposed to enable the development of more reliable equipment. An amendment to the FSS Code was adopted as resolution MSC.311(88) which will enter into force 1 July 2012. In addition to approving amendments to SOLAS regulation II-2/7.4.1, which introduces the requirement for fixed fire detection and fire alarm systems in enclosed spaces containing incinerators to harmonize with the standard specification for shipboard incinerators, MSC 88 also approved amendments to chapter 9 of the FSS Code which specifies the requirements for such systems.  11 Assigned to working group  
20/10/2011501JudithSecretariatJul 2010Chapter IX--IMO Updates: MSC.308(88) Amendments to SOLAS 1974 Chapter V regulation 23 - Pilot transfer arrangements. In order to improve safety of pilot transfer, SOLAS Regulation V/23 and Assembly Resolution A.889 (21) were reviewed by the NAV Sub-Committee. The MSC 88 adopted amendments to SOLAS regulation V/23 which prohibits the use of the mechanical hoist. There are also a number of changes made to the requirements to enhance the safety of pilot transfers. It should also be noted that an MSC Circular had been prepared at MSC 87 to urge early implementation of this requirement. In addition to the above circular, another MSC Circular (MSC.1/Circ. 1375) on the interpretation of regulation V/23 (meaning of “Installation”) was developed at MSC 88 and subsequently was approved.  11 Assigned to working group

The matter of incorrect AIS data being transmitted was brought up since MSC 82 and then was addressed by MSC.1/Circ.1252 - Guidelines on Annual Testing of the Automatic Identification System (AIS). MSC 88 adopted amendments to SOLAS regulation V/18 to reflect the annual testing of the automatic identification system (AIS) equipment as follows: “The automatic identification system (AIS) shall be subjected to an annual test. The test shall be conducted by an approved surveyor or an approved testing or servicing facility. The test shall verify the correct programming of the ship static information, correct data exchange with connected sensors as well as verifying the radio performance by radio frequency measurement and on-air test using e.g., a Vessel Traffic Service (VTS). A copy of the test report shall be retained on board the ship.”  11 Assigned to working group

MSC 88 adopted amendments to the Protocol of 1988 relating to the International Convention for the Safety of Life at Sea, 1974 as resolution MSC.309 (88). These amendments are consequential changes to the form of the Safety Construction, Safety Equipment, Cargo Ship Safety and Passenger Ship Safety certificates following recently adopted amendments to SOLAS chapters II-1 and III and will record whether ships were subject to alternative design and arrangements.  11 Assigned to Secretariat

This is a comprehensive revision of the existing FTP Code. The following major changes are introduced: • Inclusion of all relevant resolutions and circulars on fire test procedures; • Part 5 extensively re-written to include previous Part 5, Part 6, A. 653 (16) and A.687 (17), as they were essentially the same; • New Part 10 - Test for fire-restricting materials for high speed craft; • New Part 11 - Test for fire-restricting divisions for high speed craft; • Expiry period for fire test certificates (15 years); and • Revised test report format (7 new additional items in the report). MSC 88 adopted the International Code for Application of Fire Test Procedures, 2010 (2010 FTP Code), in conjunction amendments to SOLAS regulation II-2/3.23 as resolution MSC.308 (88).  11 Assigned to working group
